Merge C: and Unallocated space partitions (non adjacent)

I am in the configuration below :

C: NTFS 296 GB
100 MB EFI System Partition
992 MB Recovery Partition
167 GB Unallocated Space

How can I merge [1] and [4] to get 463 GB on my C: drive?

Can I do this with Paragon Hard Disk Manager 17?
