    Boot media Builder issue

    I built a USB bootable recovery based on the MS ADK/AIK. It boots up and I see a solid blue background and the cursor. I can move the cursor around but I see nothing else. If I change from fullscreen to windowed mode I can see a window titled winpeshl.exe. There are no contents of that window that I can see. The system just hangs there. If I press control-C then the system reboots. Are there any know issues according to my description?

    Windows 10 system
    Core i7 6700K, NV 980
    HDM v15
