New installation of extfs_for_win 4.3.852 on Windows 10 Home V1903 OS build 18362.535 64-bit OS

ExtFS will not mount. Error code is 4.

I have checked that C:\Windows\System32\drivers\dokan.sys exists and is signed by Paragon software.
