USB boot results in blue screen with mouse control

For my new Windows 10 laptop, I backed up to external hard disk using Paragon Backup & Restore 16
Made an bootable USB using the Recovery Media Builder using the ADK option on 32GB USB 3.0 flash drive.
Hit Shift + Restart with the usb plugged in
Chose EFI USB option
Got "Loading Files"
Then a blue screen with mouse control.
Did not get the paragon software to restore.

What needs to be done to get the paragon software loaded from usb?
