HFS+ for Windows does not see the "Latest" folder in my time machine backup

I am looking to restore some files from my Time Machine Backup, so I want to go to the "Latest" folder to find the files but when I go to that folder, it does not view it as a folder. It is a 1KB File.

Why doesn't HFS+ see this as a folder like I see it on my Mac?

HFS+ for Windows is not compatible with Time Machine Backup due to different symlinks, which are supported by HFS+ for Windows.
