How long should it take to resize Windows System Partition.

I am attempting to move about 10 GB of free space from my Data partition (D: ) to my System partition (C: ) on Windows 7 using "Partition Manager 14 Free". The software requested a reboot, and on boot launched straight into a non-windows utility which is currently running. It says:

Initialize and Reopen Archive DB Finished

    Redistribute Partitions <progress bar>

The estimated time remaining has jumped all over the place from seconds, minutes, hours, but seems to have eventually settled in at 15 hours or so (still goes up and down. It just said 14 hours a minute ago.)
Is this normal? How long does this process usually take? I expected it to take a while, but this seems a bit extreme?

It might take a while. I suggest you to wait.
