Boot Surface Pro 4 from USB Recovery Media

I have created the usb recovery media on the Surface Pro 4 device and I have entered the UEFI, set the boot up to usb first....when I attempt to boot from the USB it will not boot. What could I be doing wrong?

disable Secure Boot. Usually there are two entries for every device in the Boot Manager: one starting with "UEFI: ..." and the other not. Select the UEFI: device.
