Problem: Unable to redistribute free space HDM15

Hi,

I am trying to redistribute some free space to increase the size of my F partition. I am running Windows Server 2012 and using HDM15 Business.

The current partitions are as follows:

C: 211 GB Unallocated 49GB F: 277 GB

I simply want to extend the F partition to include the unallocated space 49GB to the left of it. This all seems to be working using the wizard, I then get a message saying exclusive access is needed to F: and that a restart is required & the process will continue after rebooting. When I reboot the machine, it starts back up as normal and nothing has happened, the drives are just as they were previously?

Any ideas?

I've tried this multiple times, all with the same outcome.
