Resizing partition on a Samsung SSD which has over provisioning

I need to resize an existing partition and create a new partition. When I down size the existing partition it adds space to the existing unallocated space which Samsung shows as over provisioning. Will I be creating an issue when I take some of that newly created space for the new partition?

If you create a partition you make unallocated space allocated. That's what you want, isn't it?
