Can't assign drive letter HFS for win

Under win 10, Paragon HFS4win. Drive formatted as Mac OS Extended (=HFS) attached by USB, seen in Drive Management, but can't assign a drive letter with error window "The operation failed to complete because the Disk Management console view is not up-to-date." Tried removing and reinstalling HFS4win, removing the drive in devmgmt, stopping fast logon. Per a troubleshooting page, all fine except I don't see "Paragon APM Service" in running services. Any suggestions?
