BootMGR is missing after migration

I am having a technical problem. I installed a new hard drive (2 gig SSD) and formatted it with HD Manager 16 Advanced. Then I used the migration tool and migrated my drive with the boot OS to the new drive. When I try to boot now I get a "BOOTMGR is missing" message.
I have tried removing the new drive and booting from the old one without success. I have tried booting from a USB and running "bootrec /fixmbr" (says it was successful but I get the same error on bootup). I also ran "bootrec /rebuildbcd" with the same results, won't boot up. I need help getting my computer back up and running. Any ideas?
